Strengthening Partnerships: Massachusetts National Guard at the African Land Forces Summit
ROME – Leaders from the Massachusetts National Guard participated in the prestigious African Land Forces Summit (ALFS) held in Rome, Italy, on March 23-24. This event marked a decade-long collaboration under the Department of War National Guard Bureau’s State Partnership Program (SPP) with the Kenya Defence Forces.
Collaborative Efforts in Global Security
Hosted by the U.S. Army’s Southern European Task Force, Africa (SETAF-AF), the summit brought together senior military officials from African nations, U.S. military leaders, and various stakeholders from academia, government, and industry. The 2023 theme, "Empowering Shared Security through Intelligence, Innovation, and Industry," focused on integrating dual-use technologies and fostering non-traditional partnerships.
Maj. Gen. Andrew C. Gainey, commanding general of SETAF-AF, emphasized the significance of this year’s summit as a platform to connect African military leaders with global industry expertise: “This summit emphasizes the integration of dual-use technology and capital investors with African land forces as we are looking to address an evolving security environment through industry and innovation.”
Key Participants and Discussions
Among the attendees were Maj. Gen. Gary Keefe, adjutant general of the Massachusetts National Guard, and Command Sgt. Maj. Peter Pouliot, who collaborated with Lt. Gen. David Ketter of the Kenyan Army. The summit welcomed over 300 senior leaders from approximately 40 nations, reinforcing the commitment to collaborative defense strategies.
In discussions, Maj. Gen. Keefe highlighted the U.S. defense industry’s role in developing effective solutions for shared security challenges: “For the Massachusetts National Guard and Kenya, we have been focusing on cyber capabilities and unmanned aircraft systems. This is not just an issue in Africa; it’s a global challenge we face together.”
Strengthening Military and Community Ties
The partnership between Massachusetts and Kenya has flourished since 2015, encompassing joint training exercises, emergency response coordination, cybersecurity initiatives, and medical missions. Notable multinational exercises, such as Justified Accord, enhance troops’ interoperability and preparedness.
Additionally, the Massachusetts National Guard has played a crucial role in modernizing Kenya’s military capabilities. They have refurbished 144 M1117 armored vehicles for counterterrorism efforts and supported local engineering projects, including road construction and the expansion of the Kwa Njenga Primary School in Nairobi.
The Importance of Innovation in Defense
The State Partnership Program aims to build enduring relationships that not only bolster military cooperation but also enhance global security and regional stability. Maj. Gen. Keefe cautioned about the rapid evolution of technology in the defense sector: “If we do not innovate and collaborate with our defense industry partners, we risk falling behind, which ultimately risks lives.”
Conclusion
The 2023 African Land Forces Summit underscored the importance of partnerships in navigating an increasingly complex security landscape. Through enhanced collaboration, innovation, and shared resources, military forces can better prepare to tackle contemporary challenges, ensuring a safer future for both U.S. and Kenyan communities.
